NOTICE OF INTENT  92 Cimarron Lane, Lot 3 – B.A. Sundin & Son, Inc. Assigned to Michael Scott At the last meeting the Commission requested a detail of the wall and erosion controls.  Applicant, David Clarke informed the Commission they have decided to use a concrete or landscape block type wall.  Matt Kennedy stated it would be a simpler build than utilizing boulders but he is still requiring a detail of the wall.  Robert Lowell made a motion to close the hearing, Michael Scott seconded the motion, all were in favor 6-0 .  Michael Scott made a motion to issue a standard Order of Conditions and a special condition requiring a revised plan showing a detail  of the wall and erosion control measures be submitted prior to the start of construction.  Luke Boucher seconded the motion all were in favor, 6-0

ABBREVIATED NOTICE OF RESOURCE DELINEATION 143 Quinapoxet Street - SGG Realty Trust  Assigned to Robert Lowell – At the last meeting the Commission continued the hearing because of snow cover.  Robert Lowell and Kenneth Strom conducted site visits and both thought an additional flag was needed between Flags A-29 and A-30 to the North.  There was discussion of ponding water but all agreed it was not large enough to constitute an Isolated Land Subject to Flooding and did not meet the definition of a local vernal pool.  Robert Lowell made a motion to close the public hearing, Kenneth Strom seconded the motion, all were in favor, 6-0.  Robert Lowell made a motion to issue an approval for the resource area delineation with the exception of the area around flags A29 – A30, Kenneth Strom seconded the motion, all were in favor, 6-0.  

NOTICE OF INTENT  20 WOOD STREET – Local Bylaw - Rocheleau construction of a garage  Assigned to Anthony Costello Scott Morrison attended the January meeting to informally speak about the filing of a Notice of Intent for the construction of a garage at 20 Wood Street.  A formal application was filed under the local Wetlands Bylaw.  Three alternatives were discussed, the first alternative was prohibited by the location of the septic system, the second alternative required a long driveway with a steep grade off of Whalstrom Lane.  The third proposal before the Commission included construction in a previously disturbed area, requiring the removal of a few small trees.  Anthony Costello said it appeared a few trees were already removed.  The proposed restoration area is currently cleared to the boundary of the vernal pool and includes 3,600 square feet of mitigation.  Anthony Costello stated that all deciduous vegetation should be utilized for restoration plantings and mulch with large bark pieces shall be utilized for ground cover.  Robert Lowell asked if the increased amount of sunlight would affect the pond and Anthony Costello stated the effect should not be significant.  Michael Scott made a motion to close the public hearing, Anthony Costello seconded the motion, all were in favor, 6-0.  Anthony Costello made a motion to issue a standard order with special condition that all restoration plantings be deciduous vegetation and mulch with large bark pieces must utilized as ground cover, Robert Lowell seconded the motion, all were in favor, 6-0.  

Benjamin Rizk / Troop 182 eagle scout project~– Rebuild Fire Ring at Trout Brook Reservation  Benjamin Rizk presented the Commission with a plan to build a fire ring at Trout Brook.    Mr. Rizk will be utilizing field stone to construct the wall, the inside ring will be lined with cement and the top layer of stone will be placed in mortar.  The existing stone from the fire ring will be scattered around the site.  Kenneth Strom made a motion to approve the construction of the fire pit, Michael Scott seconded the motion, all were in favor, 6-0.

CERTIFICATE OF COMPLIANCE – LOT 2 20 Putnam Lane – K&R Developers – The lot was inspected, construction complied with the Order of Conditions.  Robert Lowell made a motion to issue a Certificate of Compliance, Luke Boucher seconded the motion, all were in favor, 6-0.

CERTIFICATE OF COMPLIANCE – LOT 3 - 6 Preservation Lane - Bullard Estates – Casa Builders.  Assigned to Michael Krikonis.  This site was still unstable the Request for Release will be revisited in the Spring.  

Anthony Costello made a motion to approve the December 5, 2012 and January 2, 2013 meeting minutes, Kenneth Strom seconded the motion, all were in favor, 6-0.  

Luke Boucher voted to adjourn, Michael Scott seconded the motion, all were in favor.  

The next meeting is scheduled for March 6, 2013

The February 6, 2013 meeting minutes were approved on March 6, 2013.
